I’d be really, really surprised if you could find a lender willing to do this today. Only a lender who really didn’t want or need to get paid back would be willing to do this.
You have very little chance of finding this loan.

I would look for a bank that’s about to fail, and try them since they probably have a history of making stupid loans like this.
Why would you want ZERO equity in your home? In case you haven’t noticed, lack of equity is a problem.

Fannie Mae does have 100% financing for home purchase loan programs, but you have to meet a series of requirements.
Do you already own it and are looking for a HELOC up that 100% mark, or looking to buy a new home with 0% down?
